  • Treasury report presented on behalf of Brink (Guild Banker)
  • The Masses express the concern that if the person who volunteers to be Voice of the Throng for that meeting isn’t eloquent enough,

or if someone unacceptable takes the chair, they will not be adequately represented.

    • Ebnisian is appointed Commandant of the Voice; it is his duty to see that someone acceptable is in the position of Voice of the Throng at the beginning of each meeting.
  • The Masses bring up the fact that certain of the Lost are not honoring promises they make to others (promises of repayment, etc). Can these promises be enforced by the Guild, and would it even be appropriate to do so?
    • It is decided that the Guild as an institute will not act to uphold private transactions; this is the purview of the Lord High Marshal, and if the Marshal’s warnings don’t help the Rivers will be forced to step in.
  • It is proposed that if persons are traveling in groups larger than two on the Trods that they be given “group discounts”- This discount is valid ONLY for groups larger than two and smaller than twenty. The cat will count as a person.
    • The group rate is set at 2 g.u. per 100 miles per 3 persons, as opposed to the single rate of 1 g.u. per 100 miles per person.
    • Payment receipts will be issued on the Trods
    • This decision will be ratified (or not) in

the next month’s meeting

  • Ebnisian submitted an application for Lord High Marshal, powers to include:
    • Block offenders from Guild services
    • Seizure of goods upon approval by the Council
    • Authority to indenture offenders until debt is paid
    • May use violent force in defense of Guild property
    • Access to Treasury records
    • Right to use violence in the apprehension of offenders
    • Uniforms or “colors” to mark the Marshal and staff (suggested black and silver)
  • Quarterly budget presented; Warden outpost fortifications questioned by the Rain (Q1) as being too excessive- he was largely ignored
  • Proposed that the equipment used by the Lord High Marshal is for official use only- ratified
  • Wardens provisioned by the Guild (clarified)
  • Expenditures (for Guild business) not covered by the discretionary funds have to be approved by the Council
  • Nurse Poppy urges the Lost not to turn to methanphetamines
  • It is decided that it’s not “our job” to police human methamphetamine users
  • Query: What effect does meth have on harvested glamour? (if the humans are using)
    • Answer: None; glamour is glamour whatever the source
  • Most of the Guild’s hollow is operational again
  • The Masses ask what the status is on forming alliances with nearby Freeholds
    • There is a committee called the “Oak” (of nearby Freeholds)
    • We must elect a “Branch”
    • Learian nominates himself for this position, Poppy nominates Silk
    • The Masses are told that nominations must be put forth at a time other than during Council meetings
  • It’s deemed unnecessary for Silk’s “welcoming classes” and orientation of new Changelings in the area to be officially sanctioned by the Guild
  • The Waterfall (Q3) and the Rapids (Q2) were attacked on their way to the Council meeting this evening
    • The Waterfall (Ebon) is temporarily appointed Lord High Forester
    • He must keep track of attacks on the Lost
    • The Summer Court offers to aid in this
  • It is proposed that those persons who produce the newsletter receive a stipend; no mention is made of the person who makes the Council meeting minutes- this issue is tabled
  • We are still in need of a Lord High Forester; applications are being accepted
